The sixth meeting of the Conference of the Parties to the Stockholm Convention was held back-to-back with the eleventh meeting of the Conference of the Parties to the Basel Convention (BC COP-11), the sixth meeting of the Conference of the Parties to the Rotterdam Convention (RC COP-6) and the second simultaneous extraordinary meetings of the three conferences of the parties to the three conventions (ExCOPs-2) from\u00a028 April to 10 May 2013.<\/p>\n

It was possible to\u00a0reach a solution to\u00a0insert a new\u00a0substance\u00a0hexabromocyclododecane\u00a0(HBCD) into the list\u00a0of the Stockholm\u00a0Convention,\u00a0
Another significant\u00a0achievement\u00a0of the\u00a0Geneva\u00a0talks\u00a0was the decision\u00a0to use\u00a0an ecological approach\u00a0for\u00a0pest control\u00a0in rural agriculture, based\u00a0on the extensive use\u00a0of agro-ecology\u00a0and organic farming.
During the talks\u00a0in\u00a0Geneva\u00a0a lot of attention\u00a0was paid to\u00a0the importance\u00a0of regional centers for\u00a0the\u00a0Stockholm\u00a0and Basel\u00a0Conventions.
The need to\u00a0increase funding\u00a0for the\u00a0effective implementation of the\u00a0Convention\u00a0in the period\u00a02014-2018\u00a0was underlined taking\u00a0into consideration that developing countries and countries\u00a0with economies in transition\u00a0require\u00a0substantial technical and financial\u00a0assistance and\u00a0transfer of environmentally\u00a0sound technologies\u00a0to meet their obligations under the Convention.<\/p>\n

NGOs spoke out strongly against recent EU legislation on the Ship Recycling Regulation, which withdraws end-of-life ships from the EU\u2019s implementation of the BC, and addresses these ships under the yet-to-come-into-force Hong Kong Convention. By the evening reception, though, a more complex picture emerged, as delegates discussed the matter in more judicious terms. One NGO participant recalled the issue arose at COP10, and anticipated ongoing discussions at this COP.<\/p>\n
