Empowerment & Local Action (ELA)
Building the capacity of poor local communities in rural areas.
Project name: “For Sustainable and Environmentally Sound Rural Armenia ”
Duration: January 2008 – January 2011
Location: 6 villages in Kotayk and Ararat Marzes
Funded by: Ministry of Foreign Affairs, the Netherlands
In frame of the joint project with WECF named ELA : “For Sustainable and Environmentally Sound Rural Armenia”, AWHHE implemented activities contributing to the achievement of National Millennium Development Goals 1, 2, 3, 4 and 7.
Raising awareness activities: For changing people’s perception and behavior AWHHE conducted information campaigns on safe drinking water supply, eco sanitation, organic farming approaches and sound waste management. There is a great interest of rural people to ecosan toilets. The interest of other NGOs in AWHHE’s agricultural activities (composting, alternative farming, bio humus etc) grew which is testified by increased consultations provided by AWHHE.
Ecosan: The main objective related to eco san activities in frame of ELA project is promotion of sustainable sanitation in rural areas. For this purpose AWHHE continues to monitor already built 28 household and 3 school UDD toilets and raises awareness of rural population.
During the training “Ecological Sanitation in Armenia ” the technology of composting the eco san produce were introduced to all participants, and the invited guests from ACDI VOCA organization and Aknashen villagers. All participants were impressed.
The expert gave positive evaluation on the quality of the construction and the maintenance of the constructed toilets.
Drinking water: The main activities are aimed at contributing to the improvement of drinking water supply system in target villages. The new pipeline (length – 350m) is laid on in Hayanist. Construction of the new pipeline gave opportunity for 14 more households to have access to safe drinking water. Water piping for Hayanist was accomplished. Out of the total cost 61% was the contribution of AWHHE and 39% in cash – local authorities.
Agricultural activities: The main purpose of agricultural activities in frame of ELA project is to promote the implementation of sustainable agriculture. The implemented activities resulted in an increase in awareness about sustainable agriculture and alternative approaches. Gained information and skills, the implementation of the alternatives and the certification of organic agriculture foster income generating activities of villagers and contribute to the poverty reduction and sustainability of the environment. AWHHE has established the links between farmers and “ Green Lane ” NGO. Now farmers started to sell their organic products via “ Green Lane ”.
Field class was organized for 23 teachers, schoolchildren and villagers on Natural Methods of the Agro-techniques in Khachpar. Participants gained knowledge on sustainable agriculture.
AWHHE organized 3 – day training on composting jointly with WECF in March. The participants were represented by AWHHE members and Georgian partners.
AWHHE believes that collaboration and effective partnership with all relevant stakeholders is milestone for effective and successful implementation of the projects to improve and sustain human being’s life.

Background information
The dry urine diverting toilets (UDD) serve as an example how to improve the sanitary and hygienic conditions in a sustainable manner in particular for the children and how to protect soil and groundwater against infiltration of human excreta.
Armenia has only a very limited budget for operation and maintenance of public facilities, including schools. Almost in all rural schools the schoolchildren have to use outdoor pit-latrines. These are located in a corner of a school yard. These latrines are in a very poor state, they smell and are dirty and no privacy is guarantied for the users. The doors of the toilets either do not lock or they are missing at all. Another danger during freezing temperatures is slippery floors in the latrine. In many schools there are no hand washing facilities or in some cases even no water is available for washing or drinking purposes. This is also the case in Hayanist, Fantan and Khachpar where AWHHE has implemented joint projects with WECF on construc tion of UDD toilet facilities in 3 village schools (Hayanist, Fantan, Khachpar) and for 28 households in 2 villages (Hayanist and Dzoraghbyur) since 2005.
As a result of that activity at present the pupils and school staff use comfortable, warm, clean and odour-free toilets.
- Hayanist
Hayanist is situated in a basin-shaped and swampy area with a high groundwater table (0,8 – 1,5m depth). There are 2440 inhabitants in the village. A large majority of the households have pit-latrines that in general are unsealed. Due to the high groundwater level, the depth of the pits is about one meter. Very often the pit latrines are constructed on open drainages. The water from these drains is used for irrigation of fields and house yards. There is no quality control over drainage water. All these bring about high risk of soil and groundwater contamination. There exists another problem connected with pit-latrines. Very often after the pit-latrine gets full the villagers cover it and dig another one somewhere in the yard or in the garden. Wastewaters from such pit-latrines can infiltrate into the groundwater and contaminate it.
- Khachpar
There are 2700 inhabitants in the village. The situation regarding sanitation is the same as in Hayanist. The village has shallow pit-latrines and high ground water table about 3m deep.
Objectives of the Capacity Development activity
- To organize 2 – day training with involvement of the international expert for capacity building of the AWHHE, villagers and the interested national NGOs in the field of WATSAN on ecological sanitation toilet construction, possible constraints and solutions.
- To organize field visits to Hayanist and Khachpar villages with the aim to share the experience and contribute to the evaluation of the existing UD toilets (3 school toilets and 5 household toilets) by the expert from the Linköping University, Sweden
Project activities:
Project was implemented in 2009.
During the project implementation AWHHE organized 5 meetings with environmental NGOs, dealing with water and sanitation issue.
Preparation of information materials: AWHHE investigated the appropriate information, adopted it in to easy understand, translated it into Armenian, printed and disseminated. These information materials give an overview on general concept of sustainable sanitation; dry urine diverting toilets; detailed design of the out door toilet for the rural private house; construction of the out door toilet with a wall urinal and a urine diverting seat.
Information Dissemination: The main purpose of dissemination of information at this step was to enhance awareness about sustainable sanitation, safety of drinking water and alternative agricultural approaches among the villagers and stimulate an interest to innovative mentality.
AWHHE conducted 4 local trainings for local authorities and villagers on drinking water issues and sustainable sanitation (construction and usage).
In frame of this project AWHHE organized 2 – day training for introducing UDD technologies. The aim of the training was to contribute to the capacity building of the AWHHE, villagers and the interested national NGOs in the field of WATSAN on ecological sanitation toilet construction, to consider the constraints and suggest the possible solutions .
The training was conducted on 14-15 th of May, 2009. The participants of the training were 46 people: 2 people from USA Peace Corpus who implements ecological toilets in Armenia; representatives of 7 national and local non governmental organizations (NGOs) from Ararat, Araga ts otn and Lori marzes/regions who would later spread information on UD toilets or implement them ; 1 journalist from the same district; 8 employees of AWHHE and 36 villagers from Hayanist and Khachpar who have constructed or are going to construct UD toilets.
The training was conduct ed by Jan-Olof Dragnert, the international expert. According to the request of AWHHE he introduced topics such as: “Ecosan: Closing the Loop”, “Hygienization of excreta and WHO Guidelines”, “Treatment of excreta”, “Urine and faeces as fertilizers” and “Ecosan in practice- technical issues”.
On the second day were organized f ield visits for participants. Participants visited 2 school toilets in Khachpar and Hayanist, 3 household toilets and the composting site in Hayanist.
Hayanist: The toilet facility with male and female restrooms, totally with 7 double vault urine diverting toilets and 3 urinals has operated since October, 2006.
Khachpar: The school building with 6 urine diverting toilets and 3 waterless urinals for 250 pupils and 23 teach ers was constructed in September, 2008.
The training gave additional information to practical solutions to the problems. Education materials, leaflets and posters on the use and maintenance of the toilets were distributed among participants.
People were very interested in the new concept and many of them expressed their wish to have such a toilet. The discussion s went very active.
Jan-Olof Dragnert visited the existing household- and school UDD toilets, examined the piping system for urine tanks, washing basins, chambers of feaces and ventilation. The expert mentioned the positive changes that had taken place in construction from the first toilet in Hayanist to the toilet in Khachpar. Jan-Olof Dragnert expressed his satisfaction with the quality of the construction and the maintenance of the toilets.
Article: The article entitled “The problem should have a solution” was published in the local newspaper “Ararat”, where the activities of AWHHE NGO on sustainable sanitation were highlighted.
Results of the implementation of the Capacity Development Grant
Contribution to the capacity of 7 NGOs from 3 marzes, 1 international organization, 36 villagers from 2 villages and 8 employees of AWHHE has been done for further implementation of UDD toilets in Armenia . Villagers and NGOs became more knowledgeable ; they were trained and instructed about construction, operation and maintenance of UDD toilets. As a result of this activity sustainable sanitation concept has been promoted and disseminated.
Field visits to the existing UDD toilets (2 school- and 3 household toilets) and the composting site were organized. The toilets were examined and evaluated by the expert from the Linköping University . The participation of the expert in the training and evaluation of the toilets is an important contribution to the development of innovative mentality on local level.
The interest of people in sustainable sanitation is increased and in follow-up projects more UDD toilets will be constructed for households and other schools.
O ne of the employees of the marz administration visited AWHHE’s office for having a consultation on construction of the UDD toilets. He learnt about UDD toilets from his colleagues from the NGO “Eco Tour” participated in the training.
Consultation on ecosan
AWHHE has encouraged wider participation of the rural women in the training and consequently, in the process of sustainable rural development by active participation in social and political life on the local level where women have predominance such as education, health, culture and social welfare.
Increased skills of rural women could be helpful for development of income generating activities. Women from villages will be intensively and creatively involved in ecological education of the school children.
Increased knowledge of women will allow them to participate in decision making at all levels, starting from the family level up to the high level.
Lessons learned:
- Linking individual skills building with networking and bringing groups into local partnerships strengthens the organisational capacity building.
- Capacity building and organisational development are ongoing processes.
- Organisational development and capacity-building are the part of the regular dialogue between the partner organisations.

Problem: Lack of access to safe sanitation, safe drinking and irrigation water, biological preparations for the plants’ protection and lack of state subsidies lead to the increase of poverty in rural communities in Armenia .
Special objective: Promote sustainable poverty elimination in rural areas in Armenia contributing to implementation of MDG 1, 2, 3, 4 and 7 improvement of living conditions in 2008-2010.
Outcomes: All implemented activities contributed to achievement of National Millennium Development Goals 7, 1, 2, 3, and 4.
Raising awareness activities: For changing people perception and behavior AWHHE conducted information campaign. Information materials were distributed during the organized events, lectures were conducted, the articles were published and TV presentations were shown. P eople have increased awareness on safe sanitation, safe drinking water for all and sustainable agriculture. People started to save drinking water and not to use it for irrigation purposes.
Ecosan construction: 24 hygienic dry UD household toilets in Hayanist and 1 school toilet for Khachpar have been built. More than 60 villagers expressed their willingness to construct dry urine diverting toilets in Hayanist. They favor the idea of ecological sanitation and demonstrated the skills of the construction and usage of UD toilets.
Agricultural activities: The implemented activities resulted in increase of awareness about sustainable agriculture, alternative approaches and change of thinking and understanding of a possibility to be engaged in such kind of activities. Gained information and skills, the implementation of the alternatives and the certification of organic agriculture foster income generating activities of villagers and contribute to the poverty reduction and sustainability of the environment.
Drinking water: Installation of the water-meters helped the families to have access to drinking water, not to waste it and pay less for consumed drinking water and keep environment sustainable.
Community mobilization: The enhanced role of local women in decision making process was demonstrated on community level by actively involving them in project implementation. Meetings with women and villagers and village committees held in villages inspired people. Community members derived social and environmental benefit from their participation in decision making related to improvement of drinking water supply and introduction of eco sanitation.
Sustainability: The long term result is the improved living and health conditions for poor rural population of 6 villages.
Two main categories of activities are distinguished: a) technical- the provision of physical facilities like school and household toilets, installation of water meters; b) information and advocacy.
The implementation of organic agriculture is attractive and sustainable because it is implemented by farmers and therefore can be continued and expanded after project closure. Organic farming addresses actual environmental problems, and it also leads to increased income of the farmers. At the end of 2008, the certification process for two farmers have been in process.
Ecological Sanitation provides an easy technology to reduce environmental pollution. Its implementation improves the state of groundwater and soil by reducing the anthropogenic pollution. Besides the nutrients are returned to the soil thus generating a nutrient close cycle. At the same time the usage of alternative natural methods of prevention in agriculture will contribute to the development of organic farming in rural Armenia.

Activities carried out by AWHHE in the frame of the TMF project “Improvement of Sanitation in Rural Areas in Armenia” in 2007
The project is implemented in 3 villages: The village Hayanist of Ararat marz and the villages Dzoraghbyur and Fantan of Kotayk marz.
1. Raising awareness about health and sanitation
The staff and members of the NGO AWHHE participated in many national and international events, seminars, workshops, trainings, conferences and forums: CSD-15 preparatory meeting in USA; IPEN meeting in Senegal; meetings: “Millennium Development Goals by Ministry of Finance; “European ECO Forum Strategy meeting” and “Increasing NGO participation in the Pan European Environment and Health Process” in Belgium; Ecosan in Bulgaria; Stockholm Water Week, Working Conference in Kiev and Eco-sanitation in China. AWHHE collaborates with the Ministry of Nature Protection, Ministry of Agriculture, Ministry of Health, Armenian Parliament and Armenian Water and Sewerage CJSC ”Hayjrmugh”.
The regional conference “Partnership for Achieving the Millennium Development Goals (MDGs) in Armenia” was organized on October 27, 2007 in Yerevan. About 70 representatives participated in the conference. Among participants were officials from Ministry of Health, Ministry of Agriculture, Ministry of Nature Protection, Ministry of Urban Development, representatives from WHO, UNDP and UNIDO, WWF Armenian offices, as well as experts from Aqua for All, Swedish Institute for Infectious Disease Control, WECF, Water and Sewerage CJSC, Committee of Water Resources, also Georgian NGOs, Armenian NGOs, leaders from targeted villages and marz authorities. The conference aimed at drawing the public attention to the sustainable rural development, in particular to the provision of the rural population with clean, safe drinking water, safe sanitation, and also to the development of alternative farming.
The representatives of “Amur koriz” were invited to bring organic products from their markets and sell them during the “Regional Conference on Water and Sanitation”. Thus, the conference participants got an opportunity to buy organic or non pesticide products and the idea was very good for the promotion of organic market and products.
5 new leaflets on water, agriculture and hygiene (“Don’t Pollute Our Water”, “Let’s Save Water”, “The Role and Importance of Green Fertilizers”, “The Clean Teeth are the Pledge of Health” and “Hand Care”) and 1 Brochure “Alternatives to Pesticides” were created.
AWHHE’s community mobilization unit worked intensely in the schools of the three project villages. Lectures on health, sanitation, waste management and organic farming and 3 eco-games on biodiversity and water were conducted for 607 schoolchildren. Eco-competitions on composting were organized in the targeted schools. The main purpose of these activities at this step was to introduce to schoolchildren the general idea of waste management and recycling, composting and sanitation and to get them interested in current ecological situation. The schoolchildren and teachers were very enthusiastic.
Composting activities with school children in school gardens of Hayanist, Dzoraghbyur and Fantan and in orchard of Saghmosavan were conducted. During this activities children gained practical skills and knowledge about composting and its future use. The school principles were very grateful to the donors and manager of the project.
The ecological study room was established in Fantan school. AWHHE provided information materials created by AWHHE and other organizations.
AWHHE created a 17 – minute movie “The cost of Poverty” on air pollution in Armenia. Movie was presented at CSD-15 meeting in New-York and at the Ministerial conference in Vienna.
The radio and TV programs were presented on air pollution, pesticides usage, obsolete pesticides burial, water and waste. All programs highlighted ecological issues in Armenia. The articles were published in the national and local newspapers and magazines.
In frame of information campaign AWHHE created a cartoon on waste. The cartoon was shown by HAY TV, Erevan TV, Armen Akop TV and Shoghakat.
Website: The updated website is more functional, clear and complete in terms of structure, it looks pleasing to the eye as well. English and Armenian versions are available and can be easily accessed from either version.
The number of people that visit the website can be monitored based on the online data counter which is located in the bottom right part of every page.
We have no any doubt that these activities aimed to raise awareness on environmental issues will be imprinted on mind for a long period of time.
2. Implementation of the eco-san buildings
Fantan: AWHHE finished designing dry urine diverting toilet in Fantan with participation of architect office QUELQUE CHOSE and technical specialists. To improve the quality of sanitation in the school of Fantan, hand-wash facilities and dry urine diverting toilets were constructed in conjunction with the school. The dry urine diverting toilets serve as examples how to improve the sanitary and hygienic conditions in particular for the children on a sustainable manner; how to protect soil and groundwater against infiltration of human excreta. Now the pupils and school staff use comfortable, warm, clean and odour-free toilets.
The ecotoilet has been operated since September, 2007. The dry urine diverting toilet is equipped with special squatting slabs that divert the urine from the faeces, which are then collected separately. Instead of flushing, the faeces are covered with sawdust that absorbs the moisture and prevents smell as does the removal of the urine. It was possible to construct the toilet directly adjacent to the school building, which would make the use of it easy for the school children. Training on maintenance of ecotoilet for personnel in Fantan was organized. The caretaker looks after the toilet, cleans and maintains it every day. 175 schoolchildren were trained on using the ecosan toilet.
The sand filter was constructed for the grey water of the school toilet. The facilities were opened festively; participants from the regional conference and village authorities were present. Among participants were international experts on water and sanitation. They inspected the toilet building with great interest giving some interesting advice.
In Fantan school in 2006 AWHHE carried out an investigation of 59 schoolchildren’s stool for the presence of helminthes Eight children had threadworm and 2 had ascariasis. 10 infected children and 10 contact children were treated. The repeated investigation of 10 schoolchildren’s stool test on the presence of helminthes conducted in January 2007. Investigation was done by the main specialist of the Republican Center of the Disease Control (RCDC). There were no helminthes found.
AWHHE participated and presented the project “Ecological Sanitation in Rural Armenia” in the “NGO Best Practice Award” competition organized by WHO and the Austrian government in frame of the Vienna Intergovernmental Mid Term Review Conference, 11-15 June 2007. AWHHE was awarded as a winner at this conference.
3. Conducting pilot organic agriculture
Hayanits orchard: An organic peach and apricot orchard on 3300 m2 was founded in Hayanist.
Treatment of fruit orchards using the vegetative preparations in Fantan, Saghmosavan and Dzoraghbyur were organized. Treatment of trees was done by plant liquids from wormwoods (Artemisia absinthium) and milfoil (Achillea millefolium). During each treatment of fruit orchard we also organized field days for neighbor farmers.
The hunting belts were put against insects 2 biological (pheromone) traps were hanged in each orchard against (Laspeyresia) seedworms.
4 trainings for farmers and other interested people were organized on sustainable agriculture and IPM promotion. Total number of participants in trainings was 63. During the trainings we presented our experience in replacing pesticides by herbal pesticides as a part of IPM implementation and also all other necessary points of sustainable agriculture as crop rotation, composting, bio humus production and use.
Fantan demonstration field: The harvest of onobrychis and winter wheat was a good harvest for Fantan conditions. It is more than middle harvest for Fantan for winter wheat and good harvest as organic one without niter.
The NGO “Shen” invited AWHHE to participate in Organic products autumn fair. On the opening day organic products of all producers were presented. AWHHE also had its one table where all AWHHE information materials, winter wheat and spelt, amaranth and dried plants wormwood and milfoil were presented. The autumn fair was a very nice event and gave opportunities to organic producers to sell their products. AWHHE was the only presenter of cereal crops.
Amaranth pilot – In November, 2006 began the work on the use of Amaranth as a protein additive to the fodder of the domestic cattle started. The experiment aimed at confirming the data about the effectiveness of feeding with Amaranth. As a result of the experiment a farmer from Hayanist expressed a desire to grow amaranth on his own and he applied to us for help in regard to seeds. The relatively high cost price of amaranth hay made the introduction of the amaranth as a valuable substitute in the ration of agricultural animals impossible.
In Dzoraghbyur it was planned to feed suckling pigs with seeds that were kept in a store. The animals were fed with amaranth powder as 30% substitute of the main fodder, and the other suckling pigs were fed as usual.
Stevia – In 2005 the NGO AWHHE developed a project aimed at contributing to the rural sustainable development through promotion of separate farms for growing stevia that has a distinct pharmacological effect, particularly for diabetics. It is an excellent substitute of sugar.
The seeds were transplanted in pots.
During the three years of its activities in growing stevia the NGO AWHHE succeeded in obtaining plants of stevia acclimatized to local conditions and also in getting seeds with low cost price.
We came to the conclusion that stevia may become popular in Armenia if modern technologies of the processing of the dry leaves are used and if this produce is widely propagandized. Moreover, it is necessary to work out normative documentation, to conduct clinic trials and a broad publicity campaign.
5. Improving water quality
Fantan: The project had acquired water meters for Fantan in cooperation with the drinking water supply company, so that the village could have received household connections via an already existing central water supply system. Ambiguous regulations, unresolved questions of ownership and unclear assignations of responsibilities prevented the actual supply of water, even when all pipes were connected and meters were installed. This issue revealed that many realities of the rural life in the countries of the former Soviet Union had not been elucidated in the official reports, and many problems had resolved very slowly.
Micro-biological analyses of water were done twice in three villages: Hayanist (34 samples), Dzoraghbyur (6 samples) and Fantan (4 samples). Republican Center of Disease Control analyzed the samples and the expert’s conclusion was provided. From the analyzed 44 water samples 6 were contaminated.
Drinking water in Hayanist: The water supply of Hayanist is performed from the pump stations “Araratyan 1, 2”. “Armenian Water & Seweage” CJSC has undertaken certain steps to optimize work of the pump stations ”Araratyan 1,2”, in the result of which in the junction with Hayanist, according to the initial estimation, the pressure will be 7 atmospheric pressure. It is foreseen that, after the completion of the construction of the pump station in Massis, Hayanist will have 10-12-hour water supply.
In parallel with the increase of the water pressure in the junction, thanks to a bigger diameter of the water pipe the water quantity will also increase, that is necessary for the further development of the village, and what is very important, the pressure will be improved in the distributing network of the village, and in all those parts of the village where the water pipe lines are laid on, the villagers will be provided with 8-hour water supply.
The water sector of Hayanist that passes through the village, is designed to leave in the water supply system of Darbnik as a distributing network. This sector will be connected to the operating distributing network of Darbnik. In this way those subscribers that have illegal connections to the low pressure water pipe of Hayanist, will be provided with better conditions of Darbnik’s network.
At present the water pipe of Hayanist is completely being replaced with new, polyethylene pipes of diameter DN 200 mm. The earth work is already finished, the installation and connection of pipes is in the process.
6. Meetings with the village and women committees in Hayanist and Fantan
Citizens organized their support for the project activities, on the initiative of AWHHE staff, via village- and women’s committees, who took an active part in the awareness raising activities, as well as in implementing, and sustaining the demonstration projects.
The projects focused on involving women in project implementation and local-decision making process. The topics of the organized meetings were ecosanitation, drinking water issues in Hayanist (construction of the pipeline), organic farming and water meter installation difficulties in Fantan.
The Council of Hayanist granted diploma of Honored Citizen to Lilik Simoyan: „Appreciating Lilik Simonyan’s role and efforts in the further socio-economic development of the Hayanist Community and expressing the gratitude of the Community, according to the Article 16, point 24 of Law on “Local Self-Government”.
Lessons learnt
- Strong commitment of the local authorities is required.
- Good cooperation between the school staff, local authorities and AWHHE staff makes easy to implement the project.
- The trust between the villagers and authorities for successful implementation of the project is of a big importance.
- Better involvement of schoolchildren in ecological education is the pledge of success..
- Ecological sanitation approach is reasonable in regions that lack central water supply, adequate sewage systems.
- Construction materials are extremely expensive in comparison with the local salaries.
- People became more aware and trustful on alternative approaches such as the use of homemade herbal pesticides, which save money and result in healthy and clean products
- The farmers became convinced in the possibility of developing alternative agriculture and income generating activities
- The lack of financial support from the government to those farmers who are engaged in organic farming is an obstacle to develop alternative agriculture.
